Samantha Schluterman and Jon Mark Brasher met at Summit Community Care while completing the leadership training program. They both saw success compared to other Care Coordinators in stabilization of individuals with severe mental health or developmental disabilities. They worked on high risk cases that had stakeholders of 911 Coordinators, DCFS, DHS, Benchmark, Residential Treatment Facilities, Residential Care Facilities, acute hospitals, outpatient providers and CES Waiver providers. They are committed to being the most quality waiver provider in the state. They have worked first hand with many providers that are not quality and prolong miserability for the population that they serve. These companies are the opposite of a person-centered approach and allow individuals to continue seeking acute hospitalizations. Here at 2316, we only will accept individuals that want to improve their well being. 2316 believes that not every client is a fit for us. We only exist to improve individual lives. Samantha Schluterman and Jon Mark Brasher have worked with many providers that lack love. They will employee staff that do not align with values. They will additionally make minimal efforts be person-centered and allow individuals to continuously go to acute. We want our clients to thrive. We want people to experience true freedom. Our entire team is committed to showing people love. We are committed to sacrificing our preferences and finances if it means that our clients will succeed. We are committed to seeing lives restored. Samantha Schluterman and myself have both worked with countless cases through Summit Community Care and Capstone Treatment Center that experience true freedom. People who have been baptized, families restored, mental health regained and freedom from substance abuse. Additionally countless cases of individuals who were discharged from the Arkansas State Hospital and are now thriving.

Jon Mark Brasher
Founder, CEO
Jon Mark Brasher originates from Atlanta, Georgia. He is a graduate of Harding University with a bachelors in Information Systems. He has worked for Capstone Treatment Center as the Weekend Coordinator and built rapport with many clients. While serving at Capstone, he would take individuals on Adventure Days where clients would fish, hike, rock climb, kayak or tube. He transitioned to Summit Community Care as a Care Coordinator and was promoted to Enhanced team. Jon Mark has a passion for the people that he works for. It was not uncommon for him to go above and beyond for his clients. Jon Mark additionally has been able to service people with substance abuse and relate with teens or young adults that have struggled with substance abuse or rebellion. He genuinely has a heart for the least of these and wants to see people’s lives changed.
Samantha Schluterman
Founder, CEO
Samantha Schluterman, mom of two originates from Subiaco, Arkansas and currently resides in Russellville. Compassionate, reliable, and deeply committed to advocacy. She served as a Direct Support Professional with Friendship Community Care and worked at the day treatment program at STAR Industries. In this role, she assisted nonverbal/verbal individuals with intellectual disabilities, supporting daily living skills, implementing individualized care plans, and ensuring all government-mandated documentation was completed accurately. This experience strengthened her compassion, patience, and dedication to person-centered advocacy.
She was promoted from a Care Coordinator to the Enhanced Care team during her time at Summit Community Care. Her role focused on empowering members through education. Additionally, connecting members to vital healthcare providers and community resources.
While in every position she has held, one thing has remained constant: her commitment to advocating for others, uplifting her community, and serving with compassion and integrity. She brings dedication, empathy, and strong problem-solving skills to every individual and every family supported.
